Register a phone for notifications
Registers the mobile app's Firebase Cloud Messaging token for this user and session (a token registered to another user moves to this one). The device is deactivated when the session ends (/logout, an expired or revoked token). The response is the same as /push/prefs: whether phone notifications are on in the installation (push), types and their phone preference (kinds), quiet hours (quiet), active devices (devices). The installation decides what is sent and when: your own actions are not notified, bursts are combined into one notification, at most 8 per hour, and notifications during quiet hours arrive as one summary in the morning.
